MILWAUKEE - An 11-year-old girl was sexually assaulted by as many as 20 boys as a 16-year-old girl watched and told her what to do, authorities say in the latest mob attack to rock Milwaukee and set off another round of civic soul-searching.

"It almost leaves me speechless. It is just senseless acts of violence. It is inhumane. It is embarrassing to the city of Milwaukee and its people. ... There should be outrage," said Barbara Nuell-Moore, director of the neighborhood-improvement group Project Respect.

The 16-year-old girl and a 15-year-old boy have been charged in juvenile court in the attack, which authorities say took place Monday in a house on the city's north side. A 40-year-old man said in court papers to have confessed to having sex with the child may also be charged, authorities said.

As for the others, "we're dealing with a lot of nicknames so we're trying to track down these people," said prosecutor Matthew Torbeson.

The 16-year-old girl and the 15-year-old boy were charged with being a party to sexual assault. Torbeson said he will probably seek to have them tried as adults.

Is it really the Baseline Killer?

Phoenix Police have arrested, Mark Goudeau, a 42-year-old construction worker, in the case of two sisters who were raped last year in a park. He could be linked to the 23 crimes blamed on the infamous "Baseline Killer" who has been terrorizing the city since August of 2005.

Goudeau, a felon who finished a 13-year prison term for aggravated assault, armed robbery and kidnapping in 2004, lives about a block and a half from the last murder and in the area where many of the crimes were clustered.

The trouble is, police say DNA evidence links Goudeau to the sexual assaults of the two sisters but not to any of the other Baseline Killer cases.

Here's where it gets confusing:

Police are saying they can connect 11 of the crimes (eight murders and three robberies) through (at this point unspecified) forensic evidence.

The case Goudeau in which was arrested is not one of the 11.

The other 12 crimes are linked to the Baseline Killer because they are similar in the way they were committed.

Do they have the Baseline Killer?

Police detectives are asking the public for patience as they develop the case with the hint, "further charges could be coming."
